Does starting a business save taxes?

I have seen people pouring crazy amounts into their loss making businesses that they are least interested in. They say they do it for tax benefits, but the idea of doing a business solely for tax benefits does not ring a bell to me. Am I missing something? What's the catch? Is it actually a way around for tax saving or is it plain laundering?
