Does Bring Your Own Buddy even work?

It had been long since I had created a profile for my friend. There has been no response related to anything.

Also, the person I'm referring to is on a senior level, so TCS is good for him at this point.

I just want to know, if BYOB doesn't work, is there any way I could refer him any other way?
