Yes, there will be no promotion until December, that is confirmed news from Unit HRs and Heads. After that it may or may not happen depending upon organisation conditions.

If you are asking HOW to open the cycle, it is not in your hands you need to talk to your supervisor to raise it for you. It's called initiation. Post that, whenever corporate opens the cycle, your name will be forwarded ahead for approval.
