Do managers have their hands on our NSR profile?

I am about to ask for release straight from my project manager due to the language barrier in my project where they are not speaking in English but in Hindi and Marathi. If it worked out, I heard that my manager gives a remark as "Not for for IT industry" as I will be hurting his ego and I was told that he did the same to previous employees after granting them release. Is that true that managers in TCS can add their remarks on our National Skills Registry (NSR) profile?
