Do HRs/Recruiter blacklist people who say they got laid off?

There is some background check database that does store details, but from what I've seen, there is no mention of layoff. I believe negative marks are only for extreme cases like fraud, harrasment, etc.

HR has a rangoli list. These people will hire a murderer if it meets their demand.
