Dispute with loan officer

Hi , I have 2 personal loans for 8 lakhs in total at 11.35% at 5.5 years tenure. I was approached by a random person who told me I can get loan for 8 lakhs at 10.35% for 3 years which will help me reduce my money outflow in interest. Fast forward 2 days the loan got fast tracked but they sanctioned the loan at 11.99% at 3 years. I don't want my loan and I did not pay processing fees yet. The loan was structured such that at sanction time they will cut 10k as processing fees . I am not resigning it for it to be disbursed as I don't see rational and the bank which is icici in this case never contacted me before they put 11.99% as interest and sanctioned it. Had they spoken to me before I would have said I don't want a loan at more than 10.35% which is the standard. What are my legal options , did you face this issue before. They did not speak for my roi with me
