Dirty Indian Cities

I am very frustrated to see the situation of major cities in India. We dont have even a single city which matches say Dubai, Shanghai,etc. in terms of infrastructure. One of the easiest thing to do is make city clean but I have seen people take pride throwing garbage or saying that others do so I will also do. Development is a mindset. With this mindset when we will be developed?
