Dilemma to choose over offers

I have 3 offers with 4.5 years of experience as a Networking professional

Pay: Small and growing MNC is offering 21.4(No variable) as a Network Engineer. Established MNC with 21.28(4% variable pay) as Senior Ops Engineer Fintech company with 17.5LPA(No variable) as Lead Engineer

I switched 3 companies in the past 2 years. Now I am planning to be stable for some time. I am a bit confused about choosing a company. I would like to hear different perspectives. Should I focus on designation or type of company.
