Winters are darker. The brain hallucinates or imagines stuff when it's darker to fill in the blankness. Also, you get scared easily in the dark (probably because of evolutionary instincts).
I imagine that's why most effective horror scenes are set in winter. Cold, foggy, chilly, dark all of them will make you see ghosts.
