Design hiring process

Is it normal to get good feedback during the interview and the panelist explicitly mentioning that “you will receive a mail about the next steps from the HR” and then get negative feedback for the same?!

Maybe possible if they were multiple candidates and someone performed better, So they decline later to save face.

If the assignment was decent enough they always do an interview. Not necessarily you get selected, has happened to me too. 😑
