Deloitte or PWC - please suggest

I have an offer from PWC and Deloitte. 7yoe , fullstack developer Pwc - senior Associate role - 15.5 fixed upto 19 variable Deloitte - assistant manager - 20lpa fixed upto 22 variable Pwc has a lot of variables they may increase if I counter offer. Both are the same location and workmode. Which is better to join and please comment any suggestions please.

Not as of now When I inform about the offers I hold they say it's out of their budget or something
