Delay in Offer letter

I interviewed with TCS, everything went well. HR discussion also happened. She shared me the salary breakup and all. I accepted it. But after three weeks still I am yet to receive my offer letter.

Whenever I calls HR, she tells to wait for two to three days. Still no offer letter.

Is it normal in these companies???

I am aware that this is very common in TCS. but I would suggest your search for jobs in other companies too as I have an idea that they might sometimes take even 3 months to just send you the offer letter.
