CIBIL will share any data that a bank requests. CIBIL data also contains an enquiry file that mentions how many times you have enquired about a loan and how recently. So they will use this data to call you.

They might have services normally for which they provide fresh inquiries in last 12hr to any lender who pays for it. These bureaus were earlier created as repository of customer performance. But they are legal equivalent of hackers on dark web selling customer sensitive data.
