Curious: How are small business and startups hiring?

Given that free postings and job boards are limited and they dont have budgets for paid databases and promoting postings throug ads. What do they do? How do they hire? A couple years ago not many things were online imagine job hunting then - ooof How were potential candidates figured out then - other than competitor poaching or headhunting?
