CTC Calculation while switching

When switching ,do we calculate CTC based on RSU(stock's) current valuation? Assume I have gotten 27LPA (17+ 10 stocks) But stocks value became 15 . So do I tell current CTC as 32 (17+15) while switching to some other organisation. Please guide someone.
