I was denied a promotion to sr analyst despite 2 rating, i was on project on shadow for 7 months amd billing for 2 months. Is a billing a criteria for promotion if yes whats the minimum months required?

Billing is a factor, but there's no fixed minimum. Manager's recommendation and project needs play a big role too
