Cooling period in OFSS

Anyone having any idea on the cooling period in OFSS? Also, the cooling period is applicable for the recent client only or any OFSS client? For exp- Org- X & Y are OFSS clients, if one is working with Org- X , can he apply for any opportunity in Org-Y or the cooling period is applicable for all the clients vendor combination?
