Contract role or Direct pay

I've below offers in hand, which option should be best.

1. Direct pay with Deloitte - 11 LPA CTC
2. Contract role at TechM - 14 LPA CTC

Shall I use contract offer to negotiate at Deloitte. Please suggest.
