39Y experienced fellow in Mining. Post resigned at: Senior Manager at Coal India. What salary should he ask for a consultant opportunity in Mining field? Anyone with any advice with real life case?

How did he land a consulting role? I am exploring something similar for a close family member of mine, help him find consulting gigs after his retirement. But not sure what is the best way for him to discover/get discovered? Can you guide?
