Confusion with the Appraisal band

I got anniversary appraisal recently and my manager gave me 3.95 rating after 15 days due to budget issues i got released from project, when i looked for band rating in Speed portal it says " Minimum allocation not met - No.band unit case", i confused whether i will get band or not becuase thats what actually defines whether im eligible for Wings exam or not..

Someone assist me in this
