confusion created by HR

I was verbally offered a role at Amex on March 25 and submitted all documents the same day. HR mentioned approvals from the US would take 2–3 days. After delays, I was reassured multiple times that they were serious about my candidature. Later, a senior HR informed me that the position was filled as other candidates got approvals while mine was pending. He said if approvals come later maybe in next 1 week, the position will be reopened for me. what to make out of it ?
