Confused between Learning to use AI tools or learning to build an AI tool

Confused between Learning to use the AI tools with advanced prompts and Learning to build/ develop new tools.

Can anyone tell?? What are the pros n cons of each in terms of making a switch from my current company and getting a good payout or maybe more than 50% hike for a senior technical guy???

Are the jobs description to these roles very demanding in terms of specifications??
