Company forcing to serve notice period of 60 days. Is there a way out?

My organisation has around 150-200 employees but is basically run by a circle of 5-7 people who suck each other's dicks and don't care about others' welfare as long as they get paid and get to sit in their ivory towers.

They are not reducing anyone's notice period and their reasoning isn't even logical with excuses like "no one is willing to opt for buyout when we are hiring, so why should we?" And people are coming to office for an hour or two, not working and then, leave.

The management is willing to waste their own time and company's resources and our time as well just because they can. And it is costing people time and peace and opportunities from other companies.

Is there a way to handle this situation without facing serious repercussions in future?
