Companies hiring more candidates while not giving joining dates to already hired candidates

2023 grad. Was selected in a company during on campus placement but they have delayed joining till 2024 stating business requirements and a dearth of projects. Came to know that they have again come for campus placements to hire 2024 grads from my college. What is this recruitment strategy? Will I get joining date ever?
