If I submit my resignation while I'm on a Performance Improvement Plan (PIP) and also actively working on a project, will I be released early? Please clarify?

If they want to remove an employee, they will put him/her into PIP, so that they will not give any extra salary ans employee will be relased

Not clr but to avoid PIP you should chnage your manager and project...get in with good terms with new project and managers
