If Cognizant is changing the PA to A policies, shouldn't it be applicable from Q1 instead of Q4? Is there any specific reason behind this? By Q1, I’ll have completed 29.5+ months—does that give me any chance of getting the promotion this quarter itself?

No, you need to complete 30 months by 31st March and meet other criterias to be eligible for PA-A promotion in Q1
