Clarification on IPF Score, Rating Rounding, and Band Allocation

My IPF score for the anniversary rating is 4.41, and my final anniversary rating has been rounded off to 4. My grade is C3A. When I asked my manager, he said that only the anniversary rating will be rounded off, and from next year onwards, the IPF score will be used directly to determine the band. Is the rounding off applicable to every appraisal? Will the band be allocated based on the IPF score or the final rating?
