Clarification on 35 day policy

Is the new change in policy of 35 days on the bench from the first date of being unallocated including weekends & holidays or 35 business working days?

Weekends excluded, but bench days count from start of the year. If you are recently released from project and you had joined that project in mid of year then those non billable days count as bench days
