I have 3year total experience by now, I was promoted to CL11 last year March. I have 13 months MAL. When can I expect promotion to CL10.

MAL should be greater than 21

It depends on your project budget and manger. Mostly it takes 18 months for another promotion.

MAL works only for CL-12 promotion after that it doesn't work , it totally depends on your immediate boss and project budget.
