Chrome's security against phishing attacks?

This is the first time I've seen this security feature. To make it possible, it must rely on analyzing a large volume of user data, right? If that is the case, I don't think open-source browsers like chromium can support this feature, am I right?

I think they can still do it by not linking incoming data to a user, just keeping it for analytics
