Trending @Infosys; Changing units while being in project.

It has been 7 months being allocated to a project in mfgadm unit. It is getting frustrating day by day as there is no one replying to me or giving me any work to do. They have only kept me as employee count for System engineer. Can we change the unit for an another project as I got a person who is ready to on-board me to another project or give me work? Does the changing unit happen while on project or the release has to be requested, because as jl3 they wouldn't listen to me. Does the upper unit level folks can take the initiative and get things done for me? Thanks in advance.
