Trending @Accenture; Change of base location in ATCI

Hi, I wanted to change my base location due to change in personal commitments.I tried raising a request in AST portal but its blocked for now. Reached out to project PMO and HR too, but they are saying transfers are on hold for now. What other steps I can take to change my base location?
