Change domain

I am in support role from last 2 year my manager told me he will release me next year I want to change domain but not confident to boost up my skill I am still learning development skills but everything is messed up , can I get any project then I can boost my skill and can learn something about development because according to me if I do doing live in any project then can learn something new , so am I eligible or not for development project??
