Chances of promotion for scrum master . C2 to c3a

Hi , i want to know what are the chances for promotion in tcs from c2 to c3a. I have 9 years of experience now. Iam trying to do external certification to show in my appraisal.

On what basis promotions and hikes are decided. Iam givinh my best to do my job.
