Career advise which one to choose

Hi everyone right now I am doing WFH at Annual CTC of around 11.2LPA( expecting hike minimum 15% in 1-2 month). I got an offer from Mumbai based company for 14.5 which include 1.5 variable component but that require me to shift to Mumbai and additional cost. What should I do
