Capgemini interview

On April 1st I have given interview for Capgemini and the next day I had received a call from HR that I was selected but she is saying we can only 30% hike due to ongoing issues( trump, layoffs). Is this true? Market is down now? While discussing she got teams call and told me that I will call u later. Before I got a call from HR, I got a call from another recruiter room Capgemini and they told me to confirm the interview availability. As this is for another panel they have scheduled interview for April 6th, and I have attended interview but I think I won't select in this interview. If I was rejected in this interview will the first offer be there?
