Capgemini HR discussion completed and waiting for offer

We have uploaded all documents in career portal and also I discussed with hr about DOJ and she said yesterday eod you will get the offer. But now didn't received an offer yet from capgemini

While checking the application status it’s changed from in progress to we’re reviewing all applications. What does the application status means?!can someone helpe on this.
