I am a C2 associate(6+ experience). Am I eligible for Canadian work permit?

Yes you are , after C2 depending on project requirement you can ask management to initiate the visa process

But in Ultimatix it is written that only C3A and above can initiate. But my manager sent me a mail to initiate VISA. That's why I am worried.

Project management creates exception showing crucial need at onshore . So if management is aligned you are good to go
