If a fresher breaks production, CTO should be scolded. Hawa mein chal rahi hai kya Har cheez. Koi review, canary, roles, auth system hai ya nahi ki fresher ki galti se break hi gaya. Humans are going to make mistakes. You should build a system which is resilient & quick to recover from mistakes

what do you mean by tolerate as if you never commited one? one of the role of seniors is to identify mistakes and fix and expand the learnings to everyone be the mistake done by anyone

shouting would calm your ego if you shout, the fresher would now commit more mistakes in fear, or always ask before doing even 1 step

but if u explain he would be confident to triage the issue himself

Rather have a nice one on one to understand what caused it , and helping with best practices to follow, it is an opportunity for you to teach and the fresher to learn, and it will immensely help them grow their confidence and be more careful and proactive the next time
Also, how did something break in production? Code reviews skipped ? Checklist not prepared ? Rather than just bursting out on the fresher try to use this opportunity to build better team synergy

If a fresher can break production then there is larger systemic problem at play where which is honestly the responsibility of the seniors. Just like how we dont let children drive cars... similarly.

A good system should have guard rails so that accidents like these do not happen.
