OOAR doesn't need approval from your manager. It goes directly to the vendor system and they validate the same.

If you know how to claim while filing return, then no need to submit any bills.
Suppose if you want a tax reduction to be less every month, then you can submit bills, it can be fake bill also, which ever they cannot verfiy
