RMG will go against whatever you demand.
Best is find a project in your desired location on your own. Talk to that manager for your allocation and then initiate transfer by the project.

You can find email of managers or BRMs on outlook from the location. Try on ultimatix also. Try to find BRM or manager groups in outlook (this you will not find location specific). Mail them with your skill set and desire to relocate there.
Make sure your RMG does not know about this at any cost. Act like you got this requirement arbitrarily. Think and make up a story.
