Can we negotiate offer again

I have applied for Infosys. 3.6 years exp in tcs I have asked for 12 during salary negotiation But they told their budget is 8.5-9

I have asked for at least 10 They mentioned I can try around the 9.5-10 bracket

But when I checked how much those company people are making, it's 12lpa For 3.6 and above

Tell me can I again negotiate?
