Trending @Accenture; Can someone tell if chargeability affects in any way?

So, I am L-12, joined last may, my chargeability is like 70%, even after shadow period, I was not given any WBS despite asking them so many times, so for one month I had to use unassigned and other central training,

Will this chargeability affect in any type or way?

Chargeability directly affects your variable pay. You will get 70% of proposed variable pay for you this cycle.

My changeability is always 100% since i joined Acc but my VP% was 7 till last dec and in dec they gave 14%

How to check the Chargeability? Actually I joined in Nov last year so till then I was charging on bench code, unassigned code and for few days training code and from last 15 days I got project code
So how much variable pay I may expect?
