Can I rejoin in IT industry ?

Hii...all...I'm an ex tcser who resigned TCS on 2016 ,almost 8 years ago. I was so much frustrated because of the work environment as I was tagged to a Govt. project. I was totally stuck there. But I thought to resign and move on. I was preparing for govt. exams but didn't succeed. Is there still any chance that I could restart my career as a software developer in any small company or startup ? I have worked on Java, J2EE, SQL, servlets etc. I'm also learning Spring boot,Hibernate,Rest api etc.
