Can i raise grievance Regarding location transfer/project release

Hi, I have been working in project since 14 months, i was asking for transfer since 2 months, and my manager and hr rejected it, saying no ODC was available at my desired location, so i have asked project release and they are saying it was not possible without mentioning any reason.

I have used so many leaves due my health issue, but still there are not considering it.

Can anyone please suggest grievance could make any positive outcome here ?
