I have 2 years of experience in Accenture and 1.4 years in a previous project and onboarded to a new project last week. Can I expect the promotion in this cycle without asking or do I need to connect with the new manager? I'd appreciate it if someone could suggest...

You can discuss but remember a promotion is not a basic right, its decision of leads based on your performance and readiness for next level.
Same time most of the times you won't get it until you ask for it.
So I would suggest setup a meeting with people lead, tell her/him your contribution and what you are doing to make yourself ready for level, and tell are looking for promotion and if there are any gaps, you are ready to fill them and ask for feedbacks regularly
