Can I decline joining after signing the offer letter, I got a new better offer

I got an offer for 11 LPA and I have a final round with a company in next 2 days if I got selected in the second company I will get 13 LPA. But the HR is pressing me to sign the offer letter today. Can I sign it and decline joining to the first company to go with second job?
