Can anyone tell me about the final anniversary rating of freshers.

What can I do after getting a final anniversary rating below 3 ? And is this a problematic rating? Because someone said that it will not be good for me. Manager and HR can take serious actions against me. please clarify this doubt. I am fresher in TCS and my 1st year is about to complete just after Diwali, is there something I can do regarding this issue because I did work well enough for 4+ rating, some of my fresher colleagues got 4+ without working.
