Can anyone clarify health insurance amount deducted in payslip is same of last month but my question is after gst decrease it won't reduce

It will not reduce as it is already paid to insurance company with old GST.You are paying EMI.

Even though gst reduced , but it matter at what date insurance coverage stated , that day too the bill will start , on that day gst rules
