4 y if you have all B , but depends on role you take-up, your manager feedback, additional responsibilities you take(along with your work), most importantly your rapport with your supervisor will always be the key.

Min year criteria is 3 years. But, it all depends upon your manager feedback and unit.
If you are already playing a leadership role, it would be easy for the manager to justify the promotion.
Having said that I have seen associates with more than 10 years experience in C3B not moved to C4.
C4 is not an easy promotion. Possible only if you are in people management roles and in a growing account.
3-4 years minimum but might not happen for 10 years even.
